The municipal water supply has adopted a rotating "tandeo" system, providing water to neighborhoods for 1 to 3 days twice a month. Despite this, many homes and businesses remain unconnected or lack adequate storage capacity, leading to a reliance on water tanker deliveries.
The shortfall in the municipal supply is met by hundreds of piperos—water tanker drivers—who deliver tens of thousands of liters of water daily to local homes and businesses. These piperos, often small family-run businesses, possess deep local knowledge passed down through generations. However, the decentralized nature of the industry makes it difficult to connect customers with available piperos, leading to logistical challenges.
